Roles & responsibilities

Duties from the 2025 working arrangements, plus the conference schedule.

Autumn Controller

Desk 06:00–18:00, Derby EMCC. Outside these hours contact Derby Incident Control. Duties grouped per the working arrangements §7:

Communication & Reporting
  • Issue the AM (03:00) and PM (15:00) adhesion wires and the 18:00 Autumn Control Log.
  • Issue the 12:00 Autumn Message drum-beat.
  • Issue missed-sites wires / Treatment Failure Advice ASAP after a failure.
  • Create CCIL entries (ROLA / WSTCF) and maintain the daily suspect log and master log.
  • Submit Forms A/B to the NOC by 18:00 (high risk) / close of play; F3.17A daily.
  • Report on the 08:15 call; support the 10:00 RHTT and 10:30 Autumn conferences.
Monitoring
  • MetDesk forecast, red/black alerts and the NRWS portal.
  • RHTT circuit delivery vs plan, missed sites and recovery plans.
  • TGA status and defects; RCM alarms and WSTCF reports.
  • Season KPI counts (ROLA / WSTCF / Cat A SPAD / Station Overrun) split EM | Lincolnshire.
  • Record of special working (Appendix K), circulated daily.
Mitigation
  • Invoke the GBW area trigger and arrange special working at all high-risk sites when met.
  • Request GSM-R acknowledged broadcasts (2+ ROLAs same location within 3 hours).
  • Arrange MOM / leaf-fall team response, railhead treatment and wheelset checks.
  • Coordinate imposition and withdrawal of Reg 3.5 / double block / TS11 arrangements.
  • Arrange missed-site recovery and proactive working on red/black forecasts.

Train Running Controller

  • Covers autumn duties outside desk hours (18:00–06:00), including the overnight AM wire and ad-hoc missed-sites wires.
  • Arranges cautioning of trains and GSM-R broadcasts with signallers.

Signallers

  • Record time loss and complete the ROLA form with the driver (Section 1) and signaller details (Section 2: box, date, time, headcode, first train after RHTT, exceptionally-poor-adhesion listing, cautioning method).
  • Apply TW1 §28 (including the 30-minute rule) and TS11 where instructed.
  • Record events in TIGER; caution trains (stopping, or on the move via GSM-R).

MOMs & Leaf-Fall Teams

  • Railhead scrubbing and citric cleansers; reactive Interflon application.
  • Hand sanding in strips of no more than 20m, staggered on alternate rails.
  • Railhead swabs per NR/L3/OPS/045/4.07.
  • Photographs labelled by line, location and mileage — e.g. 'Down Line at Bingham Level Crossing, 119m 56ch'.
  • 9 MOM depots: Bedford, Chesterfield, Derby, Elstree, Kentish Town, Kettering, Leicester, Lincoln, Nottingham.

LOM

  • Depot and vehicle audits: sand levels, citric cleaner stock, swab kits.

Staff welfare

  • Lone workers: welfare check-ins every 30 minutes.
