Duties from the working arrangements and the 2026 working guidance (S&TME and Control actions), plus the conference schedule.

Autumn Controller

Desk 06:00–18:00, Derby EMCC. Outside these hours contact Derby Incident Control. Duties grouped per the working arrangements §7:

Communication & Reporting

Issue the AM (03:00) and PM (15:00) adhesion wires and the 18:00 Autumn Control Log.
Issue the 12:00 Autumn Message drum-beat.
Issue missed-sites wires / Treatment Failure Advice ASAP after a failure.
Create CCIL entries (ROLA / WSTCF) and maintain the daily suspect log and master log.
Submit Forms A/B to the NOC by 18:00 (high risk) / close of play; F3.17A daily.
Report on the 09:00 Service Delivery call; support the 10:00 RHTT and 10:30 Autumn conferences.

Monitoring

MetDesk forecast, red/black alerts and the NRWS portal.
RHTT circuit delivery vs plan, missed sites and recovery plans.
TGA status and defects; RCM alarms and WSTCF reports.
Season KPI counts (ROLA / WSTCF / Cat A SPAD / Station Overrun) split EM | Lincolnshire.
Record of special working (Appendix K / the hub's Special Working register), kept live and circulated daily.
MYIM: record all relevant information for every reported TC failure — a separate MYIM file per track circuit, linked (2026 guidance §9).

Mitigation

Invoke the GBW area trigger and arrange special working at all high-risk sites when met.
Request GSM-R acknowledged broadcasts (2+ ROLAs same location within 3 hours).
Arrange MOM / leaf-fall team response, railhead treatment and wheelset checks.
Coordinate imposition and withdrawal of Reg 3.5 / double block / TS11 arrangements.
Arrange missed-site recovery and proactive working on red/black forecasts.
On a report of a TC failing to detect a train, liaise with the Level 3 SFI so appropriate special working (e.g. Reg 3.5) is in place to prevent a recurrence of a high-risk failure.

Actions required before and during the leaf-fall season (2026 guidance §6):

Check force-down treadles fitted to mitigate WSTCF are in full working order and correctly timed before autumn starts.
Ensure RCM (RADAR, Centrix) is working and monitored, with alarm levels checked.
Provide S&TME cover on the Monday / Wednesday / Friday autumn calls so removal of special working is agreed with a common understanding.
Agree with Operations the actions when a programmed RHTT does not run and when a red / black adhesion forecast is received.
Where the measures are in doubt, have the signaller advised the TC(s) cannot be relied upon, or put other suitable control measures in place and monitor their effectiveness.

Covers autumn duties outside desk hours (18:00–06:00), including the overnight AM wire and ad-hoc missed-sites wires.
Arranges cautioning of trains and GSM-R broadcasts with signallers.

Record time loss and complete the ROLA form with the driver (Section 1) and signaller details (Section 2: box, date, time, headcode, first train after RHTT, exceptionally-poor-adhesion listing, cautioning method).
Apply TW1 §28 (including the 30-minute rule) and TS11 where instructed.
Record events in TIGER; caution trains (stopping, or on the move via GSM-R).

Railhead scrubbing and citric cleansers; reactive Interflon application.
Hand sanding in strips of no more than 20m, staggered on alternate rails.
Railhead swabs per NR/L3/OPS/045/4.07.
Photographs labelled by line, location and mileage — e.g. 'Down Line at Bingham Level Crossing, 119m 56ch'.
9 MOM depots: Bedford, Chesterfield, Derby, Elstree, Kentish Town, Kettering, Leicester, Lincoln, Nottingham.
